DISCUSSION: As an evolving Tropical Storm Colin was transitioning from being a weak tropical storm to a post-tropical cyclone, it first moved over parts of the Mid-Atlantic which also consequently brought in a plethora of moisture into this part of the country. To make this point more effectively, there was actually a record depth with respect to the total precipitable water depth measured earlier this morning over eastern portions of North Carolina in the wake of the passage of Tropical Storm Colin!
